Sure, I see you. In any case think these two things are closer to forum admin than mass emails:
1. Notification box on forum header with admin message (not available in wpForo yet)
2. Send mass private messages (e.g. using wpForo Private Messages addon)
Note: The wpForo PM addon doesn't have this feature yet, we're currently working on this. At the moment you can send many users at once but you should select them manually.
