Can the Add Topic form have its own URL rather than opening up within other pages? How?

The add topic button is only located in some forum. This allows the form to understand where the new topic should be added. Without the forum location there is no way to create a topic. Topics should always be attached to some forum, so the [Add topic] buttons are always in some forum page.
