When I create a new user, how come I can't add them to the 'Guest' usergroup?

Please never use Guest Usergeoup for registered users. This is a specific usergeoup and only designed for not logged-in unauthorized forum visitors, it should not be attached to any authorized (logged-in) user. You create new usergroup for other users.

Like what Robert said, the "Guest" usergroup is for website visitors = those who are not logged in.

"Subscribers", "Registered" usergroups can be given "Standard Access".
"Guests" usergroup can be given some access or No access, which can be customized per Forum Category or Topic.
The "Admin", "Customer", "Moderator", "Registered", are forum "User Groups", with specific "CAN's" permission.

If you are creating a new "user or member", you can designate that user as "Registered" in the Forum, which will have Standard Access. as specified in the "Permissions" you have set.
