Please make sure this is not wpForo default usergroup. Also try the second option below.

Whan I say default I mean core wpForo Usergroups. There are five usergroups by default and you're not allowed to delete them. The #5 is the Customer usergroup. It's incorrectly translated in Russian. This usergroup will work if you install some shop plugins like WooCommerce. So please don't delete it.
Also please try to create a new usergroup and delete it. i just want make sure all works fine there.
I created a test group, tried to delete it, but it does not work. I tried both removal options.
