I turned on the feature for people to receive emails uppon registering to set up there passwords. But no one is receiving emails
What feature you mean, could you please specify?
If you mean email confirmation, it doesn't have direct relation to wpForo. This is WordPress registration process and this is WordPress native emails. It seems something is wrong with your email configuration. Or maybe Server doesn't support emails. Also please ask your users to check Spam box too. Maybe WP emails go to spam.
