.htaccess is ok and not errors in debug.log, so not coming from those.

Please try to delete wpForo (not just deactivate). Then search wpForo and install it again.

The REQUEST_URI is not correctly using in functions.php. Or you may have some extra php functions in that file which make this issue. I'd also recommend change the theme and disable all plugins then try to activate wpForo again.
