I have all of my caching settings turned off, but new user registrations are still not showing up on the forum statistics unless I manually clear the cache. Is this a bug or am I not doing something right?
You are right, they are not updating.
You don't need to set them off. You just need to click on [Update Forum Statistic] button in Dashboard > Forums > Dashboard admin page. You can disable HTML cache, but all caches should be enabled.
Robert, manually updating the forum statistics every time a user registers or a new post is made is far from ideal. I think everyone can agree on that.
