It means wpForo doesn't work on your website or it conflicts with other plugins. If you don't have important information in forum, I'd recommend Uninstall (not just deactivate) wpForo then install it again. Then disable other plugins and delete all caches before testing it again.

Guest Posting is already available. It has been added in current 1.4.4 version.

I have the opposite problem. I would NOT want guests to publish anything: if they want to do so, they sign up.
I've done some simulations with nicknames and fake emails and the messages end up in moderation. Useless work. I have the latest release of WPforo (1.6.0). How can I prevent it all? Among the guests, they are defined as read-only in the usergroup table.
