Please make sure the parent forums/categories also have set Standard Access for that Usergroup.As far as I see the forum you're showing have a parent forum and I don't see what Access has the Usergroup in that parent forum. All forum tree should be accessible as Standard Access for the Usergroup you're mentioning.

Then navigate to Dashboard > Forums > Dashboard and click on the [Delete all caches] before checking it.
