So for example, on this forum, the general forums page doesn't have a title that shows up under the arrow things that map out your navigation. How can I do that?

I'm sorry but this section can not be removed, it only can be removed if you go to Category (not forum) page. And this is removed because this title is already exist in blue panel of the category.
We don't allow to remove this title because this is the only place where you can see Topic title on topic page and Forum title on Forum page.
