how to active an inactive member?

Hi @mtariq,
The users who are not displayed in the Members list are inactive users. Currently, they are just registered and don't confirm the account yet. The reason is not completed registration. So if the user fills the email address and confirms the account only in this case the user becomes as active.

I think you have enabled the option that you have to manually enable new users.
Go to Forum > Users> Inactive
check the users u want to activate an select UNBAN
