How do my moderators ban spammers on the forums? We had some spam issues going on, and I don't see anything on the front end to ban these members.

How can my moderators access this page? They suppose to login through the admin portal at /wp-admin?
My moderators have permission to manage ban users and topcis/post from the dashboard. I don't know how to let them access it though. What url?

yes, they should see the list of members on the Dashboard.
