Hi @xu2steve,

I'm sorry, but there is no way to set the permalink to topic ID.  It's not a good practice to set the permalink to topic id as it's not SEO friendly. 

We've checked in all languages and there are not any issues with any symbols (included the chines one).

no!  the Chinese topic's permalink is not SEO friendly!

They do SEO friendly. You may see an encrypted version but it's only for you. All search engines see those correctly with chine chars like this:
