Hello,
I don't find :
1- How can we note user (/10) ?
2- How can we ask questions to users ?
3- What is "commentaire question" ?
Can ou help me ?

These are not buttons and those are not designed to ask questions or rate users. These are current user statistic. It shows how many question this user asked in forum. It shows current user rating. the rating is granted automatically based on number of posts he/she made.
Ratings can be managed in Dashboard > Forums > Settings > Members admin page. Here is the doc: https://wpforo.com/docs/root/members/member-reputation/
