Hi jeantoin,
If you need to add active users such as admins, moderators etc. wpForo has feature, that allows to send notification to the users, whose email addresses are filled in "Forum Admins email addresses".

wpForo has built-in forum/topic subscription confirmation function. User should subscribe manually. User clicks on “Confirm my subscription” link and starts getting new topic notification emails.

Also we are preparing the new version, with a more convenient subscription system.
