Hi! We are running a private forum and we want to pre-setup all users before we invite them, add profile pictures and all needed data.. but admins/mods can't edit profile pictures of other users?

There should not be such an issue.

Please navigate to the Dashboard > Forums > Usergroups admin page, edit the Admin and Moderator Usergroup and make sure all checkboxes are checked and check again.
