Dashboard/Forums/Settings/Forum Access - check "can like" for each access mask you want it enabled for.

Yes, VereK is right. The Like button is only available for Usergroups who have “Can like” permissions in granted Forum Access (by default all except guests).

The location of the like button can differ depending on the layouts you're using.
