This is very strange and I looked to find an answer with success.

The entire line for admin topic and post moderation is missing.

I am pretty sure it was there before since I was able to create a sticky.

This is what I see:

Aren't I supposed to have the same as the first graphic on this page?

I checked and I have admin status and that has all the checkboxes checked, and as far as I could tell my settings are the same as before.

Also... probably related, I tried moving a post through the moderation panel by first unapproving it, and then it disappeared! It says there is a post, and I can even see the user in the "filter by user"... but it's not visible.
