I have a website www.retailinvestor.in where I recently started a forum.
As an admin when I try to delete, quote any post - the spinner continues to spin. Not sure what's the issue.

The problem comes from your theme it generates JS error, which affects wpDiscuz JS functions. You should fix this error, contact to theme support or just change it. Here is the file which generates error:
..../wp-content/themes/richmaster/assets/js/app.js
