Have you set PM permissions in Dashboard/Forums/Usergroups/*group/Front - Can write PM ?
And in Dashboard/Forums/Settings/Add ons/Private Messages/Min number of forum posts user must have ?

Must be a bug,
with limit of posts 0 was not visible
but with limit of posts 2 it is visible.
