I', sorry but not. It's totaly out of the Privacy Policy and other Terms accepting logic. If user doesn't accept any rule he/she MUST NOT be able to register. Allowing to register such people you'll allow lots of law issues against you and your website. If the this is not important for you  you can disable agreement checkboxes in Dashboard > Forums > Tools > Privacy & Rules admin page.

2. After registration, the user is not receiving any email (even if the option is on in the configuration)

There should not be any email if you disable the "Enable User Registration email confirmation" option in Dashboard > Forums > Settings > Features admin page. It only sends email if you enable this option. If this option is enabled, then this is not wpForo issue. The email is sent by WordPress and your hosting service. It seems emails are go to Spam Box or the Hosting Service email doesn't work. I recommend deactivate wpForo and register using the native WordPress registration form. You'll see the same result.

Many thanks for all your answers, the problem was the wordpress version. I made the update, but I still have one problem : on registration, the user don't have to accept for terms and privacy : it's possible to register without accepting terms and conditions.

I can see the checking box, but I can register without accepting it. My registration is validated, I'm il the users list on wordpress and I can comment. How can I make the checkboxes required ?

I think these are not wpForo checkboxes or they are affected by something elese. wpForo checkboxes are designed to be required. There is no any mean to make those non-required. Please leave URL to that page.
