Hello, I need to know how I can make it possible for all users to upload files without being administrators.

Thanks. This option was already activated but it did not work. I think Robert's comment has solved my problem. Thank you anyway

Another important thing is the Spam Control. Go to Dashboard > Forums > Tools > Antispam Tab and set "0" the "Min number of posts to be able to attach files" option:
