In this post there was a solution for repositioning the Forum Description above the sub-forums.  Is this still the best solution to do this?  If so exactly where is the JS file located, in the WP Theme or WPForo's theme?

Yes, this is the easiest way. You can also go for wpForo template customization if you have HTML/PHP skills. Here is the documentation how to customize wpForo template files based on the forum layout  you're currently using:

Thank you but it was unclear exactly where is the JS file located, in the WP Theme or WPForo's theme? If its Wpforo, the Classic theme does not show JS files.
