Rich Text Editor not displaying for some users

I have a strange issue whereby some users are reporting that they cannot see the rich text editor when creating or replying to a post. I have seen mention of checking to ensure that a box Disable Rich Text Editor is disabled, ( https://wpforo.com/community/postid/72860/) however I am unable to find the location of this box in a user profile to check whether this is the problem.

I have cleared all the WPForo caches and my hosting says that WPForo is excluded from all caches. 

I am using WPForo v3.1.1 and I would appreciate any suggestions to cure this issue for half a dozen of my 2,500 forum users.

I have ensured that WPForo is excluded from our caching in Cloudflare using these lines;

https://009society.com/forum/ *
https://009society.com/community/ *
https://009society.com/participant/ *

And when testing my hosting confirmed that no pages used by the forum show as hitting the cache when called.

Any suggestions what I should try?

The issue might be caused by the absolute URLs you have inserted. Please try using relative URLs instead.

This hasn't made any difference to the issue. What I have found is that for some of the users with issues if I change from Registered to something else, sync the accounts, then change back to registered that about 75% of the time that solves the lack of Rich Text Editor, but that is only a viable method for individual users and it doesn't cure all of them 🙁
