The problem may be that your MySQL version is old, you can solve the problem using this Link info. I recommend updating your MySQL to 5.7 or higher.
This also could be a result of incomplete deleting of own topics by spammers. So the number you see are spam topics which were hidden. Please go to Dashboard > Forums > Dashboard admin page and click the [Clean Up] button.

But in the win7 I can update to mySQL version 8 +
and It's better with Firefox than Brave ?

THE PROBLEM IS SUBSCRIPTION, USER LOGIN and PW are WORKING
