As far as I see this installation uses "Turn WordPress to wpForo" option. This option replaces WordPress front-end to wpForo. orum URL doesn't have forum specific base slug ( /community/ or so... ) The whole website becomes a forum and you can use wpForo like a stand-alone forum software. But the dashboard is still there. All settings a and option can be still found in regular WordPress admin area.
Yes that is how I am using this. Thinking of using it on other WP installation - just for QnA and setup a widget in the sidebar while the entire site remains the way it is.

BTW: I just removed the link to your website. Please check your website, it seems there is a virus which redirects visitors to dozens of other website. This only happens one time per IP, the second visit goes normal.
