A great feature would be allowing users to turn on/off email notifications for mentions.

We've decided to add a new option in My Profile > Account page, that will allow each user to mute a mentioning.

Thank you! Not everyone wants email notifications so they need an option to turn them off.

I still think this is more a users education problem and not an option to be selected or not.

I think this is a very good option! Users should choose what they receive by e-mail. So everything would be 100% GDPR compliant. And this is the wish of everybody, isn't it?

You can't spam your members with emails if they don't want this. So: There must be an option to deactivate the emails.

Spam ? It is not spam. Please do not confuse spam with notifications.

Mention is a good feature if the users do not abuse it. But usually webmasters do not educate their community, so it is abused. Still not spam. A registered user can't consider any email resulting from their registration as spam.

Also it is practical. For example, myself, i would like to know if and when somebody mentions my name for something. Otherwise how should i know and possibly reply or react ?

Anyways, this is my view of things.

Well, nowadays everybody seems to care about what pleases Google and how to comply with stupid laws (from people that have no idea about all that. See the FAILED Cookies Law and GDPR).
