[Closed] How to make upload facility for registered user

I have created some registered, they will share comments, the material between them only.

so how can I make the upload file facility enable for a registered user, now this facility is only for admin.

 

I have also checked the  previous post 

"wpForo Spam control has set a minimum number of posts user must have to be able to attache a file, you can decrease this level to 0 in Dashboard > Forums > Tools > Antispam admin page if you're sure your just registered users are not spammers:"

I have set  " minimum number of posts user must have to be able to attach a file"   to 20

I have also deleted cache

This option doesn't allow user to upload files until they have X number of posts. You should set it 0 to allow new registered users to attach a file. If you set it 20 people will not be able to attach file until their 21th post. This is not a good idea, just set it 0.

BTW: In this post I say "Decrease to 0" not "Increase".

Dashboard/Forum/Settings/Forum Accesses/ check the access masks (probably standard)
