Attached a screencap. You can see that it works on the profile page, but does not affect the widget.
Now, I had to convert the WPForo widget to a legacy widget to be able to even publish. I don't know if this is specific to WP 6.3, all I know is they would now work without conversion.

Dashboard > wpForo > Settings > Colors & Styles > Custom CSS
if it still does not work, your WP-Theme overwrites the code

It works within the WPForo wrapper, but not the site wrapper.
