I get this error when I try to delete a member in the admin panel
"User deletion is not allowed from this screen."

wpForo doesn't have any relation to this message. This message come from other WordPress plugin. A similar message I have found in "Default usergroup for awpcp-moderator" plugin. If you have such a plugin, you should contact the plugins developers. If you don't have, then disable all other plugins and check the issue after each plugin activation.
I have Ultimate Member and its still can not delete the member when I deactivate it
If you have AWP Classifieds plugin, then the problem comes from Default usergroup for option for Default usergroup for AWP Classifieds plugin.
If you don't have this plugin, then deactivate all plugins and check the issue again, if the problem is fixed, then activate the plugins one by one and check the issue after each activation to find the problem maker.
This is the only way to troubleshoot the problem. wpForo doesn't have any relation to your problem, so you're looking for help in a wrong place.
