I initially created a Board with ID 0 and I realized this Board is like the main board for all general pages like members and member account's page.
The Forum in this board is only for specific paid users. Is there a way I can move the forum to another Board?

I'm sorry but you cannot. There will be ID conflicts, so it's not possible without custom migration scripts. If it's very important for you, you can ask for a pro support here: https://wpforo.com/pro-support/#migration
