Hi,
I have set 'User is New' setting to zero, and 'Posts must be manually approved' to No:

But my new users topics still need to be manually approved:

I want new users, once assigned to a forum, to be able to create topics/posts without moderation. How do I do that?

Make sure the "Can pass moderation" permission is enabled (checked) for the Usergroup you're currently testing in Dashboard > Forums > Usergroups admin page. In most cases you should check it for Registered usergroup. Also check it for admins and other usergroups.
