How would I go about changing the word "Topic" to "Project" thru out the whole forum website? I don't want it to be called a Topic, I want it to be called Project.

Try to change it in all front-end phrases. Navigate to Dashboard > Forums > Phrases admin page, search for "topic" word and change the phrase value.
