Are these notices generated from subscriptions or are you set to receive notifications as set in Dashboard/Settings/Email Settings? If the latter then short-code has always resolved to the email addresses listed there and not an admin/moderator username.

On all the boards I run the email notices have always resolved to my email address, never my username/display name.
Yes, notifications such as mentioning or subs have resolved to my username/display name but those are not admin notices.
