My website is in English and French. Is there a way that when a person registers or logs in on the English side that the Forum menus and call to actions are in English and if they log in in French than menus and call to actions in French?

wpForo Menus are simple WordPress menus. if the language switcher changes the website language it must change the menu language too. You should make sure your multi-language plugin support menu translation. Also, make sure, wpForo Menus are translated in French. Use Loco Translate plugin to check wpForo translation.
