It would be better if you translate wpForo using POT file, not XML. There is no Chinese translation yet. More info here: https://wpforo.com/community/faq/how-to-translate/

Plugin translation are being done by people from according country. We have no Chinese language specialists and we can't add it. You should use /wpforo/wpf-languages/wpforo.pot file and Poedit to translate it from english, if it's ready just send it to support[at]gvectors.com email address and we'll include it in wpForo core.
