I would like to organize my forums under Categories, and then sub categories - like headers.

Using a Category, then a Forum to act as sub-category/header. Then all the forums needed are created as sub-forums below that.

To stop anyone adding topics in this 'sub-category forum/header' if they click on it, I have set all Forum Permissions to "read only". But still get a "No topics were found" banner at bottom of page.

Is there any way to do this I am missing? If not, can I make a feature request to add Sub Categories to allow this kind of organization?
