How have you removed wpForo?
You have pressed Uninstall When wpForo was active in your WordPress, or Deactivate then Delete?

I think I deactivated it first, then uninstalled it. But I can't be 100% sure now I'm afraid. Would it make a difference if I didn't deactivate first?

after deactivation, you can only press Delete, that deletes wpForo Files but not the tables, it's used if you're going to reinstall wpForo and dont want to lose your data.
Reactivate wpForo, then Press Uninstall(red button), in this case wpForo would remove all its data, with tables.
