When I click on a "Reply" button in my forum, it opens the "Leave a reply" panel. so far so good. The "Leave a reply" panel has an "Add Reply" button. Is there a way to add a "Cancel Reply" button that would just cancel and close the reply panel?

By using default "Leave a reply" field, you cannot cancel it, but if you use the Reply button which opens a new reply field you can press cancel button to close it, As I have noticed in your screenshot is shown the Default "Leave a Reply" field.
@chris Shown below is a screenshot of a post. You can see the Reply, Quote, etc links in bottom right corner. Clicking on "Reply" also opens the "Leave a Reply" panel. How do I cause that link to open a new reply field?
my bad, in Simplified and Extended layout, pressing reply button will send to the default field, but if you try Threaded Layout, you can see what I was saying in the above post.
