you have one forum and in this forum two boards with their own ID

French Board

page-id-2310 > wpf-boardid-0

English Board

page-id-2310 > wpf-boardid-7

to the widgets

I don't know about that, you should ask the developers of your plugin
probably there is a multilingual widget where you can choose the language for each board

I agree but before I need to fix the issue with 2 forums with same Page ID.

The forum pages are called Boards they are not regular pages

I am confused because when you are creating an new board this is what is written :

 

Boards are not Forum Categories
You're about to create a new separate discussion board in your website. Please note that boards are separate forum pages, you can use them if you want to have more than one forum in your website. Also, you can use boards to create separate forums for different languages. If you want to add a new category or forum, please use the Forums menu under the menu section of existing discussion boards.

I do not understand your problem, it is all well documented

Forum pages (boards) are not wordpress pages so they don't have a new/own Wordpress page ID, only a board ID
