No i want to place a mod only for one category.

For example in wpforo,

1 mod for wpForo Integration and a different mod for Bug Reports

Besides you can configure the permissions, for example if you don't want to allow the moderators to see other forum's posts. More info here: https://wpforo.com/community/faq/wordpress-user-roles-wpforo-usergroups-and-forum-accesses/
