Also, please check "Notify Admins via email on new Topic" option, it should be enabled.

manually subscribe works but not "Notify Admins via email on new Topic"

This problem is fixed with wpForo 1.5.2 version. Now admin gets email notification when new topic is posted. make sure you email is inserted in Forums > Settings > Emails "Admin Emails" field.
