Let me explain again, just to be sure we don't misunderstand each other:
I am not saying the usergroup of a new user cannot be changed to 'registered.' It can.
The point is, it should not default to admin. In the current situation, when I create a new user and DON'T change the usergroup to "registered", it will be set to "admin"
We've changed it in the next version, so if you're creating a new user in Dashboard > Users > Add New admin page and the User Role Synchronization is disabled it doesn't show "admin" option in Forum Usergroup dropdown, so you'll not create an admin user accidentally. This is also changed in case the User Role synchronization is enabled.
