Having tested it, that does seem to be the case. Simple enough when you know, but it's not very clear. And having the topic title tied to the first post is a bit of an odd programming decision.
I did check the link and I get how it works but my point is the functionality seems unnecessarily unclear. Thanks anyway.
Please note, that the first post is the same topic, so all tools to manage the topic are available in the first posts (sticky, close, delete topic with all posts, etc...).
In addition, the tools to move, merge, split, etc... are located in the top bar of the first post:
