Could you please add a option to set forums private? In private forums users should only be able to create private topics. Such a feature would be nice for support or bug-reports.
- All in all: Restrict access to topic for non-permitted users (Only access for: topic-creator and staff-members)

In such cases, I think the solution is if a user creates a private topic. That topic will be only available for that user (owner) and for admins/moderators. You should ask all users to create private topics to get such a result.
