You've done wrong configuration. Please watch the video below. Please edit the "Из какой пряжи лучше это связать?" forum and change the "Администратор" access to "Полный доступ" instead of "Стандартный доступ" in Forum Permissions sections.
Then edit the rest forums and make sure you've correctly assigned all Forum Access for each Usergroup.
