hello, I have set user roles from wp foro settings, but registered users still cannot create a new topic? What is the reason of this? That way the forum is not useful at all. Please reply quickly, I don't want to give users a bad experience.

First of all DISABLE this "wpo-minify" whatever this is. Also press F12 to see your website console errors, several ones ...
To your question: this happens because you didn't set things right. No other reason. Read carefully here:

and act accordingly.
And put your site in maintenance, until you fix that, if you want to keep your users from issues with the forum.
