Yes, it's normal. wpForo doesn't have guest posting feature yet. It will probably be added in next version. Please be patiant we do our best to add as much features as possible. At the moment when guest clicks on reply button wpForo open a pop-up message and ask to login or register. This is the current working logic for guest posting.
