I have read the doc, but I want the rss icon to show a level higher, the equivalent on this site would be "General Forums" is that possible.

I'm sorry but there is no way. I'll add this in our to do.

I have changed my forum so I have another higher level so I can use RSS from the level I want. But can I set it up in a way that I get all forums and topics under the one I select not just the one ?. Sorry I cannot see a way using feedly other than selecting each subforum so I assume it is normally set up from the website.

Website is https://wateratairports.com , I want to get RSS from countries downwards.

There is only two RSS options, it's already described in documentation. Those are individual forum and individual topic RSS options. wpForo doesn't have general options yet. It's already in our to-do list. I'll let you know when we start to work on this.
