We have a forum set up that requires login to add/edit content, but would have hoped it also required a logging in to even see the content. this appears bot to be true. If you take a URL to any of our forum pages and paste it into a browser, you will be able to see the content and to navigate to other pages as well. (You can't edit or add content without the login.) Would sure like the content to be hidden unless a user is logged in. Am I missing something in settings, or is it really this insecure?

That happens because you only restricted permissions of the top category. You should edit all forums of that one by one and configure permissions. Then navigate to Dashboard > Forums > Dashboard and click on [Update Forum Statistic] then [Delete all Caches] buttons.
